Notice of Intent to Increase Water Rates and Public Hearing

The County Water District of Billings Heights on June 2, 2026, passed Resolution No 025-26, Resolution of Intention to Increase District Water Rates, Fees, And Charges Pursuant to MCA § 7-13-2275. Accordingly, the District Board of Directors will hold a Public Hearing on Wednesday June 24, 2026, at 6:00 p.m. at the District office located at 1540 Popelka Drive in Billings, MT. 

 

 The District’s Public Hearing is to receive public comments on the possible adoption of adjustments to the District’s water rate schedule as follows:

  • Increases of 24% for Monthly Meter Change, Residential Usage, Non-Residential Usage, Irrigation Only, and Bulk Resale Rates
  • For Residential Usage a change from Five Tiers to Four Tiers. Results in some bills being above the 24% increase
  • No change in System Development Fees
  • Reduction in Fire Line Monthly Charge
  • Various adjustments to Special Fees and Charges and including a Late Fee of 1.5% on monthly bill 20 days after billing. 

The Heights Water District's primary reasons for the rate increase are the higher costs for purchasing water from our water supplier, the City of Billings, under a contract entered by previous boards and the cost of beginning to replace aging infrastructure. The District’s proposed changes of around 24% would be effective on July 1, 2026, the same time as the 28.4% increase for purchasing water from the City of Billings. An average Residential Customer bill using 4,000 gallons would go from $34.34 to $48.14 under the proposal.
